Solar Incentives for Delaware
Delaware has mandated that 25% of its energy production to come from renewable sources by 2025. Three and a half percent (3.5%) of the state’s energy production must come from solar power sources. The state provides generous incentives in an effort to meet that ambitious goal.
Delaware offers solar power performance-based incentives through a Solar Renewable Energy Credit (SREC) purchase program. What this means is that for every megawatt-hour of electricity you produce, you get 1 SREC that you can sell to utility companies. To meet solar production requirements, utilities can either buy solar credits from solar power producers like you or produce the solar power on their own. So far, SREC programs have worked pretty favorably for sellers.
Solar Power Rebates
Delmarva Power – Green Energy Program
Delmarva Power homeowners and businesses can get a rebate of $550 per kilowatt (kW) for the first 5 kW and $200 per kW for the next 45 (5-50kW).
Delmarva Power non-profit entities can get a rebate of $1,550 per kilowatt (kW) for the first 5 kW and $750 per kW for the next 45 (5-50kW).
The maximum rebate for a photovoltaic (solar panel) system is $3,300 for residential, $3,000 for non-residential, $50,000 for non-profits (source).
SEU SREC Purchase Program
The Sustainable Energy Utility (SEU) SREC Purchase Program is open to Delaware residents who have installed a 50 kW or smaller solar system in Delaware. The program provides a one-time upfront payment of $450 per installed kW, i.e. $4,500 for a 10 kW solar system, in exchange for the first 20 years of SREC’s created by the solar system. (source)
Federal & State Tax Incentives
A 30% tax credit allows you, as the homeowner, to claim a credit on your federal tax return worth 30% of the solar array installed cost. Photovoltaic systems must provide electricity for the residence, and must meet applicable fire and electrical code requirement in order to qualify for the tax credit. This credit can be carried forward to future tax years if it is not claimed in its entirety in the year that the solar panels are installed. For example, let’s say you’re claiming a $2,500 credit on a $2,000 tax bill – you can’t use the credit to get $500 back from the IRS. Instead, you’ll carry over the credit to the following tax year.
Tax Credit vs. Deduction
A tax credit is taken directly off your tax payment, rather than as a deduction from your taxable income. The solar panel tax credit may be applied to a primary residence, a vacation home, and for either an existing structure or new construction. Other than the cost of the system, there is no limit on the dollar amount of the credit.
A 30% tax credit allows the business owner to claim a credit on Federal income taxes worth 30% of the installed cost of a solar facility. There is no maximum set for the credit. There are provisions for carryback of the credit to previous years and carry forward of the credit to future tax years.
Modified Accelerated Cost-Recovery System (MACRS) allows businesses to recover investments in solar property through depreciation deductions. This is achieved through a 5-year tax depreciation schedule, allowing a business to recover a portion of their investment quickly.
Eligible Solar Energy Systems Must Do One (or More) of the Following:*
• Generate electricity
• Heat or cool a building
• Provide hot water (for use in a structure, or to provide solar process heat)
In addition to the commercial tax incentives, farmers can apply for funds from the USDA Renewable Energy for America Program (REAP). By taking advantage of the grants, loans, and deductions from this program, Delaware farms can save up to 75% on the total costs for a solar array system.
